Job Description and Duties

The Analyst II (Analyst) works under the direction of the Supervisor I and is responsible for performing a variety of complex consultative, technical, and analytical staff services tasks. These tasks may include program evaluation and planning, system development, and other related work. The Analyst develops and administers funding opportunities and grant solicitations by formulating and updating procedures, performing funding and grant application evaluations, implement and conduct training, and make recommendations on program-related problems.

The Analyst must exercise independent judgement and discretion, coordinating projects involving members of the Funding Team and other staff with Division of Apprenticeship Standards and DIR, following the direction of the Supervisor I. This role requires the ability to work with diverse group of stakeholders and to communicate effectively with them to ensure that tasks are completed efficiently and effectively. The Analyst must possess excellent organizational skills and be able to manage multiple tasks simultaneously while meeting deadlines and perform the following duties with a high degree of accuracy.

Working Conditions

This position is located at:

Oakland, CA 94612

The incumbent works 40 hours per week in an office setting with artificial light and temperature control Monday through Friday. Air-conditioned, high-rise building with elevator access, cubicle with natural and artificial lighting. Indoor cubicle office environment for several hours a day. Incumbent will be in a stationary position for long periods of time. The incumbent is required to work extensively on the computer, as necessary, for email communication, research, drafting performance management documents, evaluations, annual reviews, and other administrative duties. Telework may apply.

Question 1. Learning and Leading a Process:

Question 2. Providing Training and Developing Documentation:

Describe your experience creating or updating documentation for a program or process. How did you structure this documentation? What kinds of documentation did you use (checklists, flow charts, Standard Operating Procedures, visual guides, etc.) and why. Describe training you provided for this or another process to another member of your staff.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience processing or reviewing financial records, invoices, or grant applications for accuracy and compliance.
  • Knowledge of California public works laws and apprenticeship program funding (e.g., Labor Code §1777.5, Title 8 CCR).
  • Familiarity with state government processes related to contracting, budgeting, or database systems.
  • Prior experience preparing written reports and/or presenting information to internal and external stakeholders.
  • Ability to interpret and apply policies, procedures, and regulations in a governmental setting.

Knowledge of:

  • Public administration, contract processing, and grant management principles.
  • State or Private sector fiscal policies and documentation requirements.
  • Program evaluation, financial review, and reporting methods.
  • Data tracking systems and software such as Excel, Word, Outlook, and SharePoint.

Skills:

  • Strong analytical skills with the ability to identify and resolve data discrepancies.
  • Effective communication for both technical and general audiences.
  • Exceptional attention to detail and organizational skills.
  • Proficient in managing databases and generating reports for decision-making.
  • Customer service orientation in responding to public and contractor inquiries.
  • Review and document processes and design process improvements.

Abilities:

  • Work independently with minimal supervision to meet deadlines.
  • Review and analyze complex documents and ensure compliance with legal requirements.
  • Collaborate with staff across departments and external stakeholders.
  • Adapt to shifting priorities while maintaining accuracy and efficiency.
  • Exercise sound judgment, discretion, and initiative in all tasks.
