Work LocationRemotely Expected durationup to 7 months Duties and ResponsibilitiesBackground and Objectives: The Intergovernmental Panel on Climate Change (IPCC) has highlighted and recognized that gender, along with other sociodemographic factors such as age, socioeconomic status, and income, is fundamental to analysing the ways in which climate change is experienced. In this vein, there is demand from countries for support to better understand the gender perspective, particularly in the context of non-traditional areas, such as climate change statistics. The Enhanced Transparency Framework (ETF) established under Article 13 of the Paris Agreement aims to ensure accountability and credibility of climate pledges to raise ambition. However, the lack of reliable data, statistics, analysis, and environmental accounts hampers informed policy development and coherence necessary for addressing the climate crisis and achieving sustainable development. Following the United Nations Statistical Commission (UNSC) decisions 47/112 and 49/113, the United Nations Statistics Division (UNSD) developed the Global Set of Climate Change Statistics and Indicators, in collaboration with the secretariat of the United Nations Framework Convention on Climate Change and other partners, to promote the policy and statistics interface. This Global Set was endorsed by the UNSC in 2022 as the framework for climate change statistics and indicators to be used by countries when preparing their own sets of climate change statistics and indicators according to their concerns, priorities and resources. At the same time, the gender perspective is crucial but poorly represented in climate and disaster-related statistics. The Commission on the Status of Women (CSW) identified gender equality and the empowerment of women and girls in the context of climate change as a priority theme for 2022. Understanding the nexus of gender and the environment is key to addressing social inequalities and sustainable development challenges. The 2022 Global Review on Gender Statistics Programmes revealed that many countries are keen on measuring the links between environment and gender. The UNSC has requested the development of methodologies to mainstream gender perspectives into all agenda items of the Commission by decision 51/115, with the Inter-Agency and Expert Group on Gender Statistics (IAEG-GS) identifying environment and climate change statistics as a priority area. Under the leadership of Colombia, the IAEG-GS, in collaboration with the Expert Group on Environment and Climate Change Statistics (EG-ECCS), has developed a guidance note to highlight gender issues and mainstream gender in climate change statistics. This note outlines mandates, considerations for gender mainstreaming, and potential statistical challenges, including national examples of initiatives. In close consultation with UNSD and United Nations Environment Programme (UNEP), the objective of this consultancy is to develop a concise pilot list of core gender-sensitive climate change indicators, produce related methodological guidance, facilitate an iterative review process to ensure technical quality, feasibility and usability, and support capacity building activities in the pilot countries. Work assignment: Under the supervision of the Chief of the Social and Gender Statistics Section of the United Nations Statistics Division (UNSD), and in collaboration with UNSD and United Nations Environment Programme (UNEP) staff and other stakeholders, the consultant will undertake the following tasks: i. Review documentation and inputs, including country data-mapping analyses and inventories, relevant international frameworks and indicator sets, and any draft materials previously developed by UNSD, UNEP and partners relevant to this assignment. Develop an inception note and outline, including a workplan and list of required inputs from the UNSD team. ii. Identify potential indicators and organize them into a coherent structure aligned with the Global Set of Climate Change Statistics and Indicators (which is based on and the five Intergovernmental Panel on Climate Change (IPCC) policy areas: drivers, impacts, mitigation, vulnerability and adaptation). iii. Propose selection criteria for the identification of core indicators, including policy relevance and national priorities, feasibility and data availability, statistical robustness, comparability, potential for disaggregation, and sensitivity to climate-related factors. iv. Develop a concise pilot list of core gender-sensitive climate change indicators, including for each indicator: name and definition, rationale and policy relevance, recommended disaggregation, suggested data sources, frequency, responsible institutions, and known limitations. v. Draft methodological guidance for each proposed core indicator, covering measurement approaches, calculation methods, units of measure, treatment of missing data, quality considerations, and comparability with existing international standards. vi. Develop a standardized metadata template and complete it for each indicator. vii. Conduct structured consultations with UNSD, UNEP and, as applicable, pilot countries and relevant stakeholders to validate the technical soundness, feasibility, data availability, and usability of the proposed indicators and guidance. viii. Facilitate capacity building activities and participate in national workshops and relevant events—both in-person and remotely—in pilot countries, as well as in regional and global meetings on climate change and gender statistics, to present, discuss, and validate the proposed indicators and methodological guidance. ix. Revise the pilot list of indicators and methodological guidance iteratively, incorporating consolidated feedback from consultations. x. Prepare a final draft of a publication including the pilot list of core indicators, the methodological guidance, executive summary and supporting annexes (metadata tables, glossary, references, and mapping to relevant frameworks). xi. Prepare presentation materials summarizing the pilot list of indicators and methodological guidance for use in internal briefings and expert meetings. Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in statistics, gender studies, environmental sciences or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of progressively responsible experience in writing reports and/or research papers on statistics as an expert in the field are required. Experience in gender and/or environment statistics is required. Experience of working with governments, non-government organizations or international organizations is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Knowledge of other UN languages is desirable.
